President Trump’s advisers want him to lock down a message on the economy that will resonate ahead of the midterms. But Mr. Trump is never one to stay on message.President Trump used much of his speech in Rome, Ga., on Thursday to address tangents: railing against the Supreme Court, making false claims of voter fraud and calling himself a “schmuck” for donating his presidential salary.
